In an update on the investigation into what led to Monday’s fatal crash, the Independent Office for Police Conduct (IOPC) said it was investigating:
– the nature of police interactions with the two boys prior to the collision and the appropriateness of the police officers’ decisions and actions
– whether at any time the decisions and actions of the officers in the police vehicle followed
– whether the interactions between the police officers and the boys were properly reported by officers before and after the collision
Whether South Wales Police’s actions and decisions on the conversation were in line with the law, local and national policies and procedures.

The families of two best friends killed in a crash in Cardiff that sparked the riots have paid tribute, saying their “hearts are truly broken” as they pleaded for “peace within the community”.
Harvey Evans, 15, and Kiris Sullivan, 16, died after the crash in the Ely area on Monday evening.
Their families have now paid tribute to the boys, saying they were “loved not only by their families but also by their community”.
Harvey’s family said their hearts were “truly broken” at the loss of an “immensely beloved son, grandson, brother, nephew, friend and lover”.
The statement further said: “He lived life to the fullest, he had a big heart and deep down he really cared. He was Kyris’ best friend and our condolences and prayers are with his family as well .
“We ask for peace within the community and request that people leave the investigation to the police so that we can get the answers we so desperately need to put Harvey to rest.
“As Harvey’s mother, I want to remember my son as the fun and loving son he was, not as the media is now portraying him.”

A police watchdog has appealed for witnesses who saw the moments before two teenagers died in a road crash.
In a statement released on Friday, David Ford, director of the Independent Office for Police Conduct (IOPC), said: “Our thoughts and sympathies are with the family and friends of Kyrese and Harvey, as well as all those affected by the loss of two young lives.” A close-knit community like Ellie’s.

5.59 pm: CCTV shows bike going towards police vehicle in Frank Road, bike then overturns
at 6 pm: There is a police car behind the bike. The police have highlighted CCTV images which show that no blue beacon or siren was operating.
6.01 pm: The police vehicle is at the New Church Alley roundabout and travels via Archer Road, Stanway Road and Howell Road.
6.02.31 pm: Police vehicle turns onto Grand Avenue.
6.02.18 pm – 6.02.41 pm: Estimated time of the fatal accident on Snowden Road. Police said the police vehicle was on Grand Avenue, half a mile off Snowden Road, at the time of the accident.
